W/(C-1)=R W is total weight needed to move. C is total number of casters required. R is ideal load rating, with safety factor built in. Divide the total load weight by one less caster than you will use to safely determine load rating.

You can, but generic 4-packs typically include 4 swivel casters at 200-300 lb each (800-1,200 lb total). A loaded industrial toolbox often exceeds that — a fully-stocked Snap-on KRA series rolls 600-1,200 lb. Spec the size-matched set with mixed swivel/rigid configuration for stability.
2-swivel + 2-rigid (with rigids at the rear) gives predictable straight-line tracking when pushing the toolbox down a shop aisle. All-swivel gives tighter maneuvering but the toolbox can swing unpredictably when pushed. For heavy toolboxes, 2-swivel-2-rigid is the safer pick.
Yes — specify brake variants on at least one corner so the toolbox stays put when parked. Most pro shop toolboxes use side-lock brakes (lock wheel rotation only). For full lock-in-place, total-lock brakes (wheel + swivel) are available across the standard size classes.
