Are these capacities per caster?

No. Most B&P titles rate the hand truck, cart, or dolly as a unit. Do not divide an 8,000 lb dolly rating as if it were one caster.

Where do I buy only a replacement wheel?

Hand truck wheels and accessories live on their own hubs. Use those when you are not replacing the full B&P unit.
